Julian Scheiner is Of Counsel in the Los Angeles office of Meserve, Mumper & Hughes LLP. Mr. Scheiner practices in the areas of real property financing, acquisition, development, leasing and remedies. His practice also includes the creation and enforcement of personal property security interests, environmental compliance and the formation and counseling of corporations and other business entities. In addition, Mr. Scheiner engages in matters relating to financial institution regulatory compliance, insurance coverage disputes and negotiation of business transactions.

As General Counsel of a savings and loan association, Mr. Scheiner provided legal representation for the lending, deposit, investment, corporate, employment, branching and merger and acquisition activities of the institution and its holding company, subsidiaries and insurance operations. Legal services provided include contract and lease negotiation, complex loan and joint venture documentation, litigation, loan workouts, creditor protection in bankruptcy proceedings, regulatory interpretation and compliance, corporate housekeeping, and resolution of title, consumer and employee disputes.

Mr. Scheiner also served as general counsel for a leading industrial pipe and pipeline manufacturer. In that capacity, he represented the company in significant sales, warranty and construction disputes and in connection with the disposition of real property.

Mr. Scheiner represents the Federal Deposit Insurance Corporation and its predecessors in the establishment and implementation of major assistance transactions for the disposition of failed financial institutions.
